Question: We do tutoring marketplace, in which we have tutors from Phillipines, Vietnam, Thailand. And learners from those countries too. Can you advise me on payment in the region, when cash flow among countries in SEA is still very restricted?

You can use the non – cash payment method. According to Art 11 Decree Non-cash payment No.101/2012/NĐ-CP:
Account holder allowed to use the clearance account to top up, draw and require the Credit agency to supply the payment services. However, the Credit Agency can refuse the illegal payment order, or when there is not enough money in the account.
