According to the Item 2, Article No. 7 of Vietnam Housing Law 2014 which is effective from 1st July 2015, Vietnamese in abroad (Viet Kieu) can a vacation house in Vietnam.
Until now, there has not been further detailed guidance on this. However, for prudence, if you can obtain visa to enter into Vietnam, you can at least own an apartment or a separate house in a new urban project in Vietnam (Article 159, Housing Law 2014).
