Q: We introduce ourselves as a leading consultant providing engineering and project consultancy services for various industries, within Singapore and abroad.

We intend bidding for an industrial project to be established in Vietnam. In case of winning the contract, we intend providing the engineering services comprising mainly of preparation and scrutinizing of various drawings and documents from our home office in Singapore; the assignment may also necessitate frequent visits of experts from our home office to the project site in Vietnam.  This will be a one-time, stand alone, assignment spanning for a period of 18-24 months.  As of now we do not have any plan to establish a local office in Vietnam.

In this connection we would like to know whether such services would require our obtaining a Foreign Contractors License.

With regard to the Contractor License, if your company win the contract, absolutely, your company has to apply for foreign contractor license.

In this case, your application dossier shall be submitted to the Ministry of Construction or the Department of Construction depended on the scale of the project that your company participates in.

In order to define the licensing authority exactly, please clarify clearly about the project such as total value of project, description of project.
