In order to import food to Vietnam, foreign company shall have to setup company for carrying out importation of food.
If your company hold the product registration, then, only your company can import such product. You can re-sell products to other distributors in Vietnam.
Please also note that in order to import food, you must have a warehouse which satisfies conditions for food safety and hygiene.

For the legal representative office, either of foreigner or Vietnamese can act as legal representative of the company. In case of foreigner, he/she must reside in Vietnam.
