Having carefully studied your plan, we are of opinion that, at the beginning, with 5-6 people, you should consider setting up wholly foreign owned company providing management consultation and management services.
This shall allow you to assist client inspecting their product quality through your team or your process.
If you insist to clearly record quality control service, you shall be required to provide sufficient explanation on technique, equipment and qualification of team directly involving with quality control service.
With this, the procedure for setting up company shall be a little bit more complicated due to that the licensing authority shall need to consult Ministry of Science and Technology before granting license to you.
