In accordance with the Law on the People’s Public Security Forces No. 73/2014/QH13 passed by the National Assembly, from July 01, 2015, cadets of People’s Public Security schools with distinction graduation shall be bestowed with ranks one grade higher instead of Sergeant for Intermediate-level school; Sergeant major for College and Second lieutenant for University as current regulations.
People’s Public Security officers, non-commissioned officers and men shall be rank- promoted when fulfilling their tasks, fully meeting the criteria on political and moral qualities, professional qualifications and health; their current ranks are lower than the highest ranks prescribed for the positions and titles they are assuming; having fully gone through the time limit for rank promotion consideration. And the rank promotion consideration time limits for operation non-commissioned officers and officers such as 1 year for corporal to sergeant: 1 year for sergeant to sergeant major; 2 years for sergeant major to second lieutenant; 3 years for Lieutenant to senior lieutenant; 3 years for Senior lieutenant to captain; 4 years for Captain to major…and Colonel to major general. Especially, from July 01, 2015, the minimum time limit for general rank promotion is 4 years instead of non-limit time in previous regulations.
Besides, the Law also prescribes the highest ranks for positions of officers, the General is the Minister of Public Security; the Senior Lieutenant General is the Deputy Minister of Public Security. The number of Deputy Ministers of Public Security with the rank of senior lieutenant general must not exceed six. The Lieutenant General includes General Directors of the General Departments; Commander and Political Commissar of the Mobile Police Command; Commander of the Guard Command; Director of the Office of the Ministry of Public Security; Chief Inspector of the Ministry of Public Security; Director of the Public Security Strategy and Science Institute…
This Law takes effect on July 01, 2015.
