In our opinion, you should use the company in Thailand to setup representative office in Vietnam as we shall require you to provide us audited financial statement of the parent company for the last year or any official letter of the competent authority in your country stating that parent company has fulfilled all its tax obligations in your Country.
Meanwhile, in Seychelles, your company may not have financial statement and the tax is exempted. Then, you may not be able to provide us required documents. Please correct me if I am wrong.
